Top Screen Report of Chemicals of Interest for
Indiana University Laboratories

  
 

On June 8, 2007, the Department of Homeland Security (DHS) published the Chemical Facility Anti-Terrorism Standards (CFATS) Interim Final Rule. Appendix A of the rule is a list of chemicals and threshold quantities that must be reported. The list was published on November 20, 2007 in the Federal Register.

This regulation requires all chemical facilities including colleges and university laboratories to file a “Top Screen Report” for specific chemical quantities found in Appendix A. The purpose for this report is to determine the risk level and necessity for implementing security plans for those facilities.

If Indiana University possesses any chemicals on the list over the threshold quantities for a single facility or building then the initial “Top Screen Report” must be sent to DHS within 60 days (or 120 days with an extension) of the publishing of Appendix A, which occurred on November 20, 2007, or within 60 days of receiving any such chemicals in the future.

Indiana University has filed for an extension so the current deadline is March 19, 2008. The university must have time to analyze and prepare the report so the deadline for reporting inventory data will be February 28, 2007. All Principal Investigators will need to report because there are potential fines for not reporting.

EH&S has prepared a database and data entry webpage to simplify the collection of chemical inventory information and analyze the data. The list includes fairly common materials such as nitric acid and many more uncommon chemicals such as explosives and their precursors.

Note: ALL "chemical facilities" (chemical laboratories) MUST report regardless of whether they possess any “Chemicals of Interest.”
